This is indeed a special night for many people across this country, farmers who have struggled over the last 5 years, who have made a livelihood on the farm, because of a commitment to the land, and throughout North Carolina and many other States, we see the benefits of their success in the schools and the churches because it is their generosity that built the communities that, in fact, they live in. Because of that program that we put them into decades ago, which has now served as a noose around their neck over the past 5 years, the Federal Government has cut their livelihood by 50 percent. I ask anyone in this body who were in business before they came here if they artificially got 50 percent of their revenue eliminated, would they be able to survive? The answer is likely they would not, and the fact is that our farmers are not. This piece of legislation that this body will pass tonight will probably enable 10,000 individuals in North Carolina alone not to file bankruptcy this year.
