General Chiarelli, in your written testimony, you state that in order to restore the Army's full operational depth by fiscal year 2012, the Reserve component, that is our National Guard and Reserve Forces, must continue a transition from a Strategic Reserve to an Operational Force, thus allowing the Army 'recurrent, assured, and predictable' access to the Reserve component to meet operational requirements.
