just for the brief purpose of assuring the gentleman that this is not a radical change. January 1995, January 23, 1995, this year, the Supreme Court said that this is the law. And all I am trying to do is stop them from changing the law. I want them to put the law in as the Supreme Court has said it is. This is not a change from existing law. I assure the gentleman.
