as I read the War Powers Act, the President actually has the authority to do what we are asking him and giving him the authority to do in this resolution because of a national emergency created by an attack on the United States or its forces. Despite that fact, this has got to be the most difficult vote I will have cast in the 9 years I have been in this body. I am absolutely terrified that we are about to declare, or authorize the President to declare war. But we have got to do it. That is what our constituents sent us here to do, to make the weighty decisions, to cast the difficult votes. I just hope the President will exercise his authority with judgment and wisdom. And I hope that God will bless America and these decisions.
