What I feel like we did in this particular case is, whether it be bureaucratic, whether it be Congress or anything else, we looked the other way until it became such a big problem that it scared people in Texas and in New York and in Atlanta or wherever it may be and then we responded with big money when a few dollars wisely spent earlier on would have corrected the problem.
