“You are absolutely right. I know that I have got physicians in North Carolina that are looking at retiring because of dealing with the bureaucracy of this new law. We have got hospitals who thought it was going to be a great advantage to them in covering those costs that are now looking and saying, well, the implementation of it is really--what we were promised and what we are getting may not be exactly the same.
