Mr. Chairman, the chairman points out very clearly that, indeed, the definition of ``private sector'' includes individuals. I would also like to go further and talk about small businesses. We are talking about small businesses and how they are not supported in this. It is troubling, because if that were the case, the National Federation of Independent Businesses, who represents thousands and thousands of small businesses, or the Small Business and Entrepreneurship Council, which does the same, would not be endorsing this piece of legislation. So, Mr. Chairman, I want to make sure the record is corrected. With regards to the $18 million, that was cleared up in Rules yesterday; the committee was made aware of it. And despite the legislation being identical to last Congress' bill, the CBO had scored it as having a direct spending cost, but this was partly because the Consumer Financial Protection Bureau, CFPB, doesn't have the authority to collect the fees. And so we have already addressed that, Mr. Chairman, and I wanted to make sure we cleared up the record.
