I want to clarify one thing. When we talk about a freeze, when is a freeze not a freeze? Only in Washington, D.C. Over the last 3 years, 99.4 percent of Federal employees got increases. Out of every 1,000 employees, only six were denied an increase. I think the record needed to be clarified.
