Mr. Chairman, to rehash all the reasons, both good and bad, I am willing to work in a bipartisan way with the chairman of both the committee and the subcommittee to try to find ways to address this issue. This amendment does not do that. Mr. Chairman, I urge a ``no'' vote, and I yield back the balance of my time.
