The Clerk read as follows: At the end of the bill (before the short title), insert the following: Sec. _. None of the funds made available by this Act may be used to negotiate or enter into a trade agreement that establishes a limit on greenhouse gas emissions. The limitation described in this section shall not apply in the case of the administration of a tax or tariff. Mr. MEADOWS (during the reading).
