The Clerk read as follows: Mr. Connolly moves to recommit the bill H.R. 5233 to the Committee on Oversight and Government Reform with instructions to report the same back to the House forthwith with the following amendment: In section 2 of the bill-- (1) strike ``Effective with respect to fiscal year 2013'' and insert ``(a) Repeal.--Except as provided in subsection (b), effective with respect to fiscal year 2013''; and (2) add at the end the following new subsection: (b) Exception for Use of Local Funds to Prevent and Treat Zika.--The Local Budget Autonomy Amendment Act of 2012, together with any applicable provision of law amended or repealed by such Act, shall remain in effect with respect to the use of local funds by the District of Columbia government to prevent and treat the Zika virus.
