None of the funds made available by this Act may be spent by the Army Corps of Engineers to award contracts using the lowest price technically acceptable source selection process unless the source selection decision is documented and such documentation includes the rationale for any business judgments and tradeoffs made or relied on by the source selection authority, including benefits associated with additional costs.”
