It is pretty straightforward. The IRS needs to earn and keep the trust of the American taxpayer. And I say ``earn'' with emphasis because the IRS has lost the trust of the American taxpayer. Allowing IRS employees to continue administering our tax laws when they are in violation of the law undermines the people's trust. It does not earn the people's trust. Mr. Speaker, I yield 4 minutes to the gentleman from Michigan (Mr. Walberg).
