I want to commend the leadership of the gentleman from Maryland [Mr. Wynn] and thank both the chair of the subcommittee and our ranking member of the subcommittee for both of them agreeing that this is the right thing to do. Let me just say parenthetically the $1.5 million will go a long ways. It does not represent the total amount of moneys we need to represent. It goes a long ways to represent what we need, but it does not represent the entirety. I think the department said they needed at least $3 million. So I want to think this is a step in the right direction. We need a few more steps before indeed we have enough funds to do the kind of investigation that is warranted to make sure those persons who have complaints have their complaints investigated properly.
