I want to raise first the issue of rural development... Unless we speak to those issues that allow for rural areas to make up for that differential, this welfare bill is not adequate. Let me speak about another issue on which I have been working, and that is teenage pregnancy. Indeed I do not claim any expertise in that area, but it is an issue that I have been engaged in. For 10 years I have been talking about the fact if we want to give our young people an opportunity, we must give them productive, positive alternatives so they do not get involved in destructive activities. Abstinence does work, but it is not the only method.
