$2.65 billion is not zeroing out counterintelligence and counterterrorism. It is a large add-on, $2.65 billion. The only difference is we are suggesting in law where it ought to be spent, instead of saying you can do what you want and then come back to the committee and tell us why you did it that way. We should tell them where it should be spent before the fact, not after the fact. Our amendment adds money to counterterrorism. I think that is what we should be doing as a Senate.
