Our agenda is one, of course, of fighting for lower taxes, fighting for strong national defense, insisting that we find methods to secure and safeguard the Social Security Administration, and creating and providing the world's best education structure. I want to talk about the obvious benefits of a conservative, humanitarian approach to governing in America. Here is the headline: ``Welfare rolls drop 42 percent. State's decline is faster than the U.S. average.'' This is important to note because Colorado, among the 50 States, is considered a low-tax State. Colorado is a State where the regulatory burden on Colorado businesses and those who create job opportunities is relatively low. It is a State where we have been serious, quite serious about putting the welfare reform proposals passed by this Congress into place at the State level, and the result is very dramatic and very positive for the people of Colorado. Again, a 42 percent drop in the welfare caseloads over the last 18 months.
