The gentleman is precisely right about the importance not only of our efforts to contain the flow of technology and missile-related components in and among other countries, but it is our own participation in the proliferation of missiles which is something we should be concerned about as well. Let me raise something that came up at the meetings in Russia just 2 days ago in Moscow. I was part of the delegation that was meeting with members of the Duma. We had several meetings, but the most memorable one took place Monday afternoon, and we were talking about the concern we have for the transfer of technology from the Russians, either willingly or outside of their own laws, to some of these rogue nations. One of the scientists who was there said to all of us, well, it is our impression that it is the United States that is contributing to the proliferation of their own enemies and the enemies of Russia as well. This took us aback for a moment, until we realized the validity of his concern.
