The promise made during the Reagan years was that that $1 trillion would be set aside. That promise was never kept in the Reagan years, it was never kept in the Bush presidency, it was never kept in the Clinton presidency. The question is now whether this President will honor that promise made almost 20 years ago. The promise was never kept for the Medicare trust fund. The question is whether or not this President will honor it. The promise was never kept to our military retirees. The question is whether or not President Bush will help us keep that promise. The promise was never kept to the civil service retirees. The question is whether or not President Bush will help us keep that promise. Now, my promise to President Bush is, I will help him keep that promise. I think keeping our word to all of these groups is more important than making new promises to other Americans, because a great Nation is only as good as its word. It is now time to keep our word on these matters.
