The controversy here is over the allocation of whatever funds are available. The $26 million is greatly appreciated, but if it is done on a pro-rata basis, there is no distinction or difference between those who have taken steps consistent with the Self-Determination Act. We would like to work going into conference, work with the administration, work with the working groups to see if there is a better way of allocation that would still try to address the needs.
