Skipping a budget resolution this year would be unprecedented. The House has never failed to pass an annual budget resolution since the current budget rules were put into place in 1974, according to Congressional Research Service. They said we have always, since 1974, passed a budget, and yet we're not going to pass a budget this year. That's unprecedented.
