Let me ask you a question, because I know you are a proud resident of Michigan. I just want to say, speculatively, what would happen if you were the Governor of Michigan and somebody came to you with this health care bill, and the Congressional Budget Office, because it had been carefully written, said it was a $1 trillion bill, but when you looked at it, you said, ``Well it is $1 trillion to the Federal, but it has got unfunded mandates for the State of Michigan''? And you have probably got a balanced budget in some sort of amendment in Michigan. Wouldn't that make you frustrated if we are dumping the real cost of something down onto the States?
