I think that Congress has tended--our job is to spend money. That's what Congress is designed to do. Of course we do too good a job of it. And the question is we have been overspending for a long time. We overspent when President Bush, we Republicans, when he was in. And I know you gentlemen joined me in some very tough votes in saying, no, we can't do that. But we have overspent to a degree all the way along. But what happened is we've taken this thing to an entirely new level.
