The funny thing is, the very words they spoke kind of come back to condemn them. They're kind of condemning themselves because here's the Democratic whip, Congressman Hoyer, he's saying, Budget is the most basic responsibility of governing. That's 2006. The most basic responsibility of governing is what? The budget.
