There are dispersants. You can put hay in the water. There are a lot of things. One thing you could do is you could dredge up a little sandbar, which is very flexible. I mean you could pump it away a week later if you wanted to. That sandbar could protect these very delicate ecosystems along the edge of the water. They could trap the oil. ... He says let us build a simple sandbar to catch the oil on it, and then we can take it away later.
