In 1974, we came up with a budget act, and every year since 1974, there was a budget here in this House. You might have liked it, you might not have liked it, but there was a budget, anyway, for what's going to go on in terms of Federal spending. Last year, under Speaker Pelosi, there was just no budget. None. And so what a lot of people see us dealing with now... is the fact that we're doing what you do in the Federal Government when you don't have a budget and it's called a continuing resolution.
