I think it is a distinction without a difference.

I just came back Monday from a trip to West Africa, in Liberia and Ghana and Senegal, and the purpose there was to make sure that we were doing everything we could to help U.S. businesses that are interested in investing there.

Generally, the problem with consolidation has nothing to do with the agencies.

Well, unfortunately, for the President, it is not up to him. This is one of those deals that he needs Congress to help.
