obviously constitutions should not be changed frequently and should not be changed for frivolous purposes. Our Founding Fathers in their wisdom guaranteed that any changes in our Constitution would be the result of deliberate and careful thought. They required that a two-thirds vote must occur in both the House and the Senate in order to present a constitutional amendment to the States, and then three-quarters of the States must vote to ratify that constitutional change. In over 200 years, we have only made 27 changes in this document. The first 10 of those occurred in short order. We now hold them to be the most sacred and dear of all the amendments to our Constitution, the first 10 amendments have been enshrined as the Bill of Rights. But there was one right not protected at that time or any time since, and that was the right of future generations to be free of the debt incurred by predecessor generations.
