On April 18, 2013 I was not able to vote on rollcall votes 113, 114, 115, 116 and 117. At the time, I was performing my duties as a designee of the U.S. House of Representatives attending the funeral of Baroness Margaret Thatcher in London. Had I been present for the vote, I would have voted ``aye'' on rollcall votes 113, 114, 115 and 117. I would have voted ``no'' on rollcall vote 116. personal explanation
