Martin Sabo: “So DHS would have to clearly be tracking significantly more money than they track today?”

I was sitting here waiting for time to expire so I could cast a vote, and I heard the motion made by the gentleman from New York. The SPEAKER pro tempore. Does the gentleman have a parliamentary inquiry?

My question was not about local government. It was about whether DHS would be doing something under his amendment that they are not doing today.

I will continue to reserve my point of order, and I move to strike the last word. Mr. Chairman, I would like to have the gentleman explain the amendment to me. What is it that somebody at the Federal level has to do?

I know they are not hidden, but somebody has to find out. I have no idea how many endless grants they are making. The departments make an endless number of grants, and some of them flow to the State which then flow to local governments. In…
