I respect the statement the Chairman of our Committee has just made, but I just want to point out that the legislation providing for the $2.3 billion simply calls for a reform, no adjectives to it. The underlying LaTourette amendment is reform. We could proceed to vote on it. It would do the job and it would release the $2.3 billion. I want to make that very clear.
