the godfather of security dogs, the gentleman from Indiana (Mr. Burton), would probably be surprised at this debate unfolding this afternoon. When I was Chair of the Aviation Subcommittee, we were doing a major security act, he came to me with this idea of using dogs as a supplement to security, and I agreed to it. We included the language, and it has proceeded now to this stage of breeding special dogs that have staying power and the ability to cleanse their system of previously inhaled items in order to sustain the work of security. The gentleman's amendment is misguided.
