the point of the bill, of doing a 2-year test and then evaluating, was to work out some of the very concerns the gentleman expressed. The gentleman is quite right, that not all pilots that we know are qualified to handle a gun. That is why there is the training requirement in the legislation, to prepare and hopefully to weed out people who really do not qualify. The idea of undertaking this limited program to test out these ideas and to ascertain the effects of a misfired gun in the cockpit that might send a bullet through the autopilot or through the flight deck computer are necessary preconditions. Then we stop, take stock, and the Secretary or the under secretary could make the determination to open it up to all pilots. But I think this is a matter of walking before we run.
