let us throw out all of the other extraneous matters. These airport authorities signed an agreement with the FAA. This is not about Federal dollars, local dollars, who is in charge or whatever. They signed an agreement that said they will build the tower; the FAA will operate that tower. They entered into it, full well knowing that they had to pay that cost. Now, we are about to give them a windfall benefit. That is not right, and the gentleman knows that.
