I am sure the chairman would not want to mislead people either into thinking that labor was at the table, as he said, because in the list of witnesses on the one hearing we had, there was no representation from labor. There was no testimony from labor. So they were not part of the deal. Those maritime interests that are concerned about this issue were not part of any deal.

But we all also recognize that the potential cost of meeting these needs is immense.
Using a National Infrastructure Bank to finance a large part of our infrastructure needs means we will be able to target Federal spending more efficiently.
We must move away from complete reliance on public funding for infrastructure and forge a new, stronger connection between private capital and infrastructure needs.
It is better for us to pass this bill now to address the substantive issue, release of funds from the Oil Spill Liability Trust Fund, and not delay progress in cleanup.
