I must say I am disappointed in the Coast Guard and in the administration, whoever it is. It is uncertain. The Coast Guard has been shifted from the Department of Transportation to the Department of Homeland Security. We hardly know who is the Secretary to whom they report for all the various functions of the Coast Guard, or whether this message is coming from the White House or the Office of Management and Budget. Whatever it is, the Coast Guard is on the wrong track. We passed the port security bill, known as the Maritime Transportation Security Act, in November, 2002, hard on the heels of all of the horrific events of September 11 and in the spirit of vastly improving security in all of the modes of transportation.
