“this amendment was offered yesterday by a different gentleman from the other side. I just want to read from the legislative language in the act. Subsection F: Uses of Grants. ``Amounts from grants received under this section may be used for engineering, design, construction and final testing of alternative water source projects designed to meet critical water supply needs. Such amounts may not be used for planning, feasibility studies, for operation, maintenance, replacement, repair or rehabilitation.'' Although we do not specifically prohibit use of funds for lobbying, no such authorization is permitted. Nonetheless, the gentleman proposes to close a potential opportunity for money to be diverted, and, therefore, we are prepared, as yesterday, to accept the gentleman's motion.”
