The resolution before us breaks all of those agreements, discards all of those understandings, throws it all aside. The reality is today this is a raid on the Highway Trust Fund. We have a $15 billion surplus in the Highway Trust Fund today. That surplus was anticipated in 1998 when the Committee on Transportation and Infrastructure wrote what we know today as TEA-21, moved it through conference and back to the House, with a commitment of increased levels of funding.
