If the gentleman from Ohio will continue to yield, my question simply was, did the Committee on Appropriations understand in crafting this language that they were, in some sense, removing from the Subcommittee on Economic Development, Public Buildings and Emergency Management its responsibility for oversight and for authorization of these actions by the chief administrative officer in order to protect the House's interest in appropriate real estate transactions; protect us against speculative actions?
