I submit there are more laws that would be affected by this provision. The oil pollution law, for example, has two applications to the Clean Water Act and to the transportation of oils. So we are talking about the Coast Guard. We are talking about rail. We are talking about pipeline transportation. Is that what the gentleman has in mind?
