I appreciate the gentleman's bill, but it is not part of the Homeland Security Department. It is not part of the manager's amendment. It is not part of the legislation pending before us, and it is sort of kind of a pig in a poke, is a promise in waiting, is not a good service to the firefighters of this country.

Well, it is to replace what has been destroyed. It's really just clarifying what is already available under OPA, but making it clear that the funds can be used for those resources that have been damaged so badly they can't be restored.
But we all also recognize that the potential cost of meeting these needs is immense.
