I thank the gentleman for yielding this time to me and for the superb job that he has done in crafting this serious, solid budget resolution. In response to the three previous speakers on the other side, I would say that if they are serious about tax relief for families, they would have voted last year for the reconciliation bill, the earned income tax credit. In the State of Arkansas, that would have benefited 202,800 families; State of Pennsylvania, 510,100 families; State of Texas, 1,441,000 families would have benefited from the earned income tax credit, which they voted against in the reconciliation bill. Most of those same families will not get the tax credit proposed in the Kasich bill because it is not refundable. I want to address myself to what I consider a very serious, what I consider a dangerous-to-safety proposal in the Kasich budget plan: to totally privatize the Air Traffic Control Corporation. As they claim, it will reduce the budget deficit. But it will do so by taking air traffic control expenses out of the budget while not making a full offsetting reduction in taxes. The proposal would increase user fee costs by 65 percent, some $2.5 billion per year. Airlines would still have to pay a 6-percent ticket tax to support the rump FAA. In addition, airlines would also have to pay new fees to cover the costs of the Air Traffic Control Corporation.
