Mr. Speaker, I, of course, have greatly sympathized with the concerns of the Mississippi Delta Region counties and the area's Members of Congress who are working on ways to address the economic distress this area has experienced far beyond that of Appalachia. President Clinton, while he was Governor of Arkansas, served as chair of the Lower Mississippi Development Commission to study the needs of the economically distressed area. There are some ways that we can help establish the Mississippi Delta Commission in the course of further work on this WRDA legislation as it moves through conference. I know that the gentleman from Pennsylvania (Chairman Shuster) is sympathetic and I certainly am and we will see what we can do.
