I yield myself 1 minute. I completely agree with the gentleman. As the gentleman from Florida and I discussed in our hearing yesterday, the purpose of the trust fund is not to relieve anyone of responsibility. I was part of crafting that legislation in 1990 and its predecessors. It was clearly our intent that this should be a fund to give the government the authority to move quickly, to get on the scene, to begin cleanup before industry responds, to bill the industry in order to make them pay into the trust fund, and to keep the industry responsible. Secondly, the gentleman included orphan sites in his commentary. The legislation is not exclusively limited to orphan sites. The SPEAKER pro tempore. The time of the gentleman has expired.
