I make no apologies for the administration proposal. I think it is grossly inadequate. But I think the committee bill, which the chairman has reported out, is on target, it is responsible, it is less than, I think, what we need, but I think in today's budget climate it is an appropriate number, and we ought not to undercut the good work the committee has done.
