I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of title VII, add the following new section: SEC. 7__. REPORT ON TERRORIST SCREENING DATABASE. (a) Report.--Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence and the Secretary of State shall jointly submit to the congressional intelligence committees, the Committee on Foreign Affairs of the House of Representatives, and the Committee on Foreign Relations of the Senate a report on the terrorist screening database of the Federal Bureau of Investigation. (b) Matters Included.--The report under subsection (a) shall identify the following: (1) Which foreign countries receive access to the terrorist screening database. (2) Which foreign countries have successfully petitioned to add individuals to the terrorist screening database. (3) What standards exist for determining which countries get access to the terrorist screening database. (4) The extent to which the human rights record of the government of a foreign country is considered in the determination to give the country access to the terrorist screening database. (5) What procedures, if any, exist to remove access to the terrorist screening database from a foreign country.…
