I rise in opposition to the slate of permitting bills that the Republican majority has brought to the House Floor this week.

I expressed my serious concerns with how this resolution was written then, but nothing has changed.

I rise in support of the FY2026 Financial Services and General Government and National Security, Department of State, and Related Programs Appropriations Act.

We cannot afford to abandon these investments during a worsening climate crisis.
