Let me put in the Record a letter from the Department of Agriculture, the Under Secretary for Farm and Foreign Agricultural Services, saying that the GAO used a totally faulty basis from which to calculate it. This letter refutes the very figures that are being used by the Senator, and it is important that be a part of the record. This is the Department of Agriculture that analyzes and monitors this, saying the wrong premise was used; therefore, the wrong figures, and in fact this might be a net savings to consumers instead of a cost because of the stability of the program itself.
