I ask you to respond on my time. I appreciate that. I understand what you are saying, ``greening'' versus ``blueing,'' but if you give someone a blue card and he becomes a supervisor, he may not be a permanent resident but he is permanently in this country by your legislation. We all identify with the green card today because it has been around a long time. When you get a permanent green card, you can become a permanent resident and not a citizen. I suggest, and you may disagree, if you become a supervisor after 9 years of being here with a blue card, it is permanent, is it not?
