I would be so inclined to with this simple statement. There are 62 Senators who are cosponsors in a bipartisan way of the underlying bill. The Reed substitute, as the Senator from Texas has said, simply guts it, changes the whole intent of the bill very dramatically. I urge my colleagues to vote against the Reed substitute.
